The paper describes the current state of health human resources planning in Ontario. It includes an overview of health human resources planning as an academic discipline as well as a review of some of the recent literature in the field. Current health human resources initiatives and associated reports are discussed, as are the recurrent themes or factors contributing to health worker shortages, and strategies that are being used to address these shortages. This is a background paper, intended to facilitate further work in this area.
